Introduction
Welcome to the Progressive caucus of the Kansas Democratic Party. In these pages lies the means to create, maintain and grow the caucus. It is our combined hope that one day there will be no need for a progressive caucus to exist In the party whether it is at the local, state or national levels. Those of us who started this endeavor were inspired by national events and politics to create this caucus. The general election of the
year 2000 was the most contentious of our time, and was never fully settled for all Americans. It was during the following presidential term of the Republican who was seated as President, that our cause became clear to so many. The Democratic Party had lost its way and was floundering badly. The Government became controlled by a single political party, the Republicans. We saw the dreams and desires Of wholly 80 percent of the citizens of this great nation being threatened and then destroyed to varying degrees by the corporatism of the Republican Party’s elite and corporate sponsors. Huge deficits had paralyzed our economy, stagnating wages and livable wage jobs for millions of Americans. Then the most amazing thing happened, a few of the Democratic Party Presidential Candidates actually stood up and opposed the republicans even though they were slandered as Anti-American and communists. We owe our humble political roots to Dennis Kucinich and Governor and M.D. Howard Dean, both candidates for President in 2004. The lesson we learned from these men: Never be afraid To stand up to a bully and tell them that they are a bully.

Preamble
Our Progressive Mission
The mission of the Progressive Caucus of the Kansas Democratic Party is to advocate for progressive solutions to the challenges confronting
Kansas, America and the world.
Our Progressive Values
We value personal and global responsibility, to energize us to solve the problems we face.
We practice empathy for others because we presume that all people are created equal.
We embrace diversity, to respect the rights of all people.
We believe in grassroots democracy to empower all Americans, not just the wealthy and the powerful.
We seek social justice and equal opportunity, to further us on the quest to achieve “life, liberty and the pursuit of happiness.”
We support sustainability, towards living wisely and in harmony with the environment upon which our economy and human life depends.
Achieving sustainability will provide future generations everywhere with a healthy and joyous world in which to live.
We are committed to cooperative approaches to conflicts, exhausting non-violent options, to create win/win agreements and to prevent or
end cycles of violence.
We are dedicated to economic justice, to deepen and widen the prosperity of communities, spread power and wealth, here and throughout the
world.
We seek empowerment within the current electoral framework, to advance the progressive achievements of the Democratic Party.
Critical Problems and Our Progressive Solutions
In the twenty-first century, we confront entirely new challenges, many of them ignored or distorted by the corporate-dominated media. We
face a grave risk from the proliferation of chemical, biological, radiological and nuclear weapons. Meanwhile, regressive energy policies,
inadequate conservation and wasteful patterns of production and consumption are causing an unprecedented global environmental crisis. And

there is a widening gap between the rich and the poor, the powerful and the weak, the healthy and the sick. Because these unsolved problems
threaten the viability of civilization itself, we, as progressive Americans, support new, innovative policies.
We believe in curbing counterproductive and wasteful spending at the Pentagon and elsewhere.
We advocate cooperative foreign policies regarding other nations and peoples throughout the world. Therefore, we reject the so-called “war on
terrorism” and instead, we are committed to the vigorous implementation of the global rule of law as a means to achieve collective security for
all people everywhere.
We seek the adoption of a more progressive tax system in which wealthier taxpayers and corporations pay their fair share as an investment for
individuals in need of help.
We affirm the need for substantial investments in public education, training and health insurance for all, and other social programs designed to
help lower and middle-income Americans to boost their prosperity, their health, and their contribution to our economy.
We stand up for the rights of workers and their unions to share authority in their business organizations.
We envision procedures that are more democratic for electing our representatives such as instant runoff voting, proportional representation,
and public financing of elections.
We recommend policies of fair trade that increase the creation of jobs and investments in America, and the increase of exports of American
products abroad.
We advise increasing foreign aid to help other nations enhance their prosperity and health.
Progressive policies such as these, when fully implemented, will help America lead the world towards a successful twenty-first century in
which we solve today’s problems, both for us and for the generations of tomorrow.

Structure of the Kansas Democratic Party Progressive Caucus
Article I. Officers of The Caucus:
Section 1.01 Executive Committee
A. Co-chairs:
i. The Co-Chairs shall be one male and one female.
ii. The first election for the positions of Co-Chairs shall be for a term less than one year; thereafter the Co-Chairs shall serve one
year terms beginning on the Washington Days annual meeting each year thereafter.
iii. Duties: Co-Chair duties shall include but are not limited to: Spokespersons for the Progressive Caucus, liaisons to state
Democratic Party (member(s) of Executive Committee), call meetings, and administration of caucus business. Shall perform
same duties with regard to the Kansas Progressive Political Action Committee (KProPAC).
B. Secretary:
i. shall serve one year term.
ii. First Secretary shall serve less than a one year term beginning on September 11, 2004. Thereafter, the Secretary shall serve a
one year term subsequent to the dates of caucus elections to be held at the Washington Days annual meeting each year.
iii. Duties: Shall maintain all records of the Progressive Caucus and the Kansas Progressive Political Action Committee
(KProPAC) with the exception of financial records. This will include but is not limited to: Notify board and membership of
meetings, call for agenda items, record meeting minutes, and maintain membership records, list-serve and county caucus reports.

membership records to all standing committees as required to facilitate their duties.
C. Treasurer:
i. shall serve one year term.
ii. First Treasurer shall serve a term of less than one year beginning on September 11, 2004. Thereafter, the Treasurer
shall serve a one year term subsequent to the dates of caucus elections to be held at the Washington Days annual meeting
each year.
iii. Duties: Shall maintain all financial records, make deposits and pay all financial obligations of the Progressive
Caucus including the Caucus’ Kansas Progressive Political Action Committee (KProPAC). Shall ensure all financial
reports are timely filed with the appropriate local, county, state or federal agency or office and shall provide for an
annual independent audit of all financial records.
Article II. Executive Board
Section 2.01 The Executive Board shall include Executive Committee and U.S. Congressional District Chairs, and County
Caucus Chairs and Chairs of Standing caucus committees.
Section 2.02 County Caucus Chairs and Committees: One individual to be selected by caucus members in up to each of Kansas’
105 counties.
Section 2.03 U.S. Congressional District Caucus Chairs and Committee
(a) Each U.S. Congressional District Caucus shall be made up of it’s member counties
(i) Where a county is part of more than one U.S. Congressional District, that county shall have
representation from the appropriate ward or precinct on each U.S.

Congressional District which it is part of.
(b) For every 20 county progressive caucus members that are elected as delegates to their U.S. Congressional District
Democratic Party Presidential caucus in an area, that Congressional area is entitled to one additional representative on
the Executive Board.
© Terms to be determined by each U.S. Congressional District and County Progressive Caucus. Plan for each shall be
submitted to the Secretary after any changes to those terms
Section 2.04
Along with all other officers (Co-Chairs, etc), the U.S. Congressional District Chairs shall serve on board of the Kansas
Progressive Political Action Committee (KProPAC)
Section 2.05
Process and structure of each county caucus to be determined by that caucus and filed with Secretary.
Section 2.06
Duties: Make regular reports to the Secretary regarding County Progressive Caucus officers, membership, fundraising,
lobbying, candidate/ delegate recruitment efforts, and other activities as required by the Board. Participate regularly
in State Progressive Caucus meetings.

Section 3.01 Individual Membership:

Section 3.02 Membership Privileges:
(a) Voting for Co-Chairs, Secretary, Treasurer and appropriate area Progressive Caucus chair as determined by county
of residence or location of organizations primary office.
(b) Are allowed to vote in formulating Progressive Caucus positions as proposed by the Caucus Executive Board or by
other individual or organizational members that have submitted a proposal to the board. Will receive action alerts via
email, mail or phone regarding legislation, policy or other issues of concern to the Progressive Caucus. Also members
will be eligible to receive any newsletters or other material the Board chooses to send to membership.
© Will be entitled to vote at endorsement meetings sponsored by the Caucus for the various offices where eligible
Democrats are running.
Section 3.03 Committees:
(a) Standing Committees: Fundraising Committee; Communications Committee; Recruitment Committee
(membership, delegates & candidates); Rules, Resolutions, and By-Laws Committee.
Section 3.04 Duties of Standing Committees:
(a) Fundraising Committee: Organize fundraising events, mailings and other efforts. Fundraising activities shall
include fundraising for KProPAC. All receipts shall be turned over to Treasurer within 48 hours or as soon as possible
for deposit in appropriate account.

(a) Any registered Democrat that signs a membership form stating they agree with the positions and mission/vision
statement of the Progressive Caucus of the Kansas Democratic Party and donates at least $10 or 2 hours of volunteer
time to the Caucus annually.
(b) Junior Members: Any minor attending a Kansas High School, aged 14 and above, that signs a membership form as
defined under (a) above and provides a waiver signed by his/her parents.
© Duties: Maintenance of membership requires active participation in the electoral process including but not limited
to: Writing/lobbying representatives in government, writing letters to the editor or other media, participating in
local Democratic Caucus meetings, or when possible running for Democratic Party Delegate positions or as a candidate
for public office.
Section 3.05 Organizational Membership:
(a) Any organization (i.e. labor union, environmental group, religious organization) that is not legally prohibited from
engaging in political activity and whose authorized representative signs a membership form indicating the organization
agrees with the positions and mission/vision statement of the Progressive Caucus of the Kansas Democratic Party and
meets the other requirements of membership as outlined under 3.01(a) above.

(b) Duties: Lend name in public support of Progressive Caucus and/or provide mailing lists or other outreach
materials as allowed by organizational bylaws and applicable state and federal laws.

(b) Communications Committee: Create and manage Progressive Caucus website, listserv (in cooperation with
Secretary), and write/edit any newsletter, press releases or other material as determined by the committee. Co-Chairs,
as Caucus spokespersons, shall be members of the Communications Committee.
(c ) Recruitment Committee: Shall actively recruit new members, potential delegates to Democratic Party
Conventions and candidates for office. Shall work in concert with Secretary to maintain records.
(d) Chairs of standing committees shall serve on the Executive Committee of the Kansas Democratic Progressive
Caucus
(e) Chairs shall be elected by the members at the appropriate meeting as set forth in the structure of the caucus.
(f) Ad hoc Committees: Structure, mission and duties and members to be determined by the Executive Committee
and/or Caucus Membership as needed.
Section 3.02 Process of the Caucus Meeting:
(a) Voting: All decisions shall be made by simple majority vote following procedures outlined within the Democratic
Party Bylaws, Constitution and other governing documents unless otherwise noted in these bylaws.
(b) Quorum: Shall constitute three members of the Executive Committee. The Executive Committee shall have the
right to meet as necessary. The Executive Board shall have the right to meet without notification of the entire board
(County Chairs).

(a) Executive Board shall meet quarterly or as determined necessary by the either Co-Chair of the Executive
Committee or in the absence of a co-chair, the next ranking member of the committee.
(b) Any changes to procedure or positions articulated by the Kansas Progressive Caucus or KProPAC shall require a
vote of the Caucus Membership with at least three members of the Executive Board present.
(c ) Voting can be done via email or phone with the approval of the Executive Board.
(d) U.S. Congressional Progressive Caucus’ are prohibited from taking any position contrary to positions officially
adopted by the state Progressive Caucus or KProPAC, but may petition the Executive Board to change a position
provided a majority of the county caucus membership concurs. By submitting a written statement of that change as set
forth in the By-Laws, (Art 5, Sect 01).
(e) County Progressive Caucus’ are prohibited from taking any position contrary to positions officially adopted by the
state Progressive Caucus or KProPAC, but may petition the Executive Board to change a position provided a majority
of the county caucus membership concurs. By submitting a written statement of that change as set forth in the By-Laws,
(Art 5, Sect 01).

(a) Until all four positions of the Executive Committee are filled, these rules are suspended to facilitate establishment
of the Progressive Caucus.
(b) The business of the caucus shall be governed by Roberts Rules of Parliamentary Procedure unless modified by these
By-Laws.
Section 3.02 Endorsements:
(a) The Kansas Democratic Progressive Caucus shall meet to consider and, where appropriate endorse Democratic
candidates or issues on the ballot as it sees fit prior to any election. Endorsements shall be limited to Democratic
candidates. The Progressive Caucus and its PAC reserve the right to endorse no candidate, but will not actively oppose
any Democrat unless where there is more than one Democrat in the race where an endorsement is being made.
(b) All members in good standing as of at least three weeks prior to an endorsement vote will be entitled to vote at an
endorsement meeting or via email or regular mail if these options are provided and the member elects to use them.
(c ) All members voting in an endorsement meeting will be asked to sign a document stating they are registered
Democrats and will vote for the candidate endorsed by the Caucus in any upcoming elections where the endorsement
applies.
(d) All candidates seeking or eligible to receive the Caucus’ endorsement will be either invited to speak to Caucus
members prior to the vote or to provide written statements or answers to questions submitted by the Caucus to their
campaigns. The Caucus will make all reasonable efforts to get copies of written statements or answers to its
membership in a timely manner prior to any vote being taken.

(a) In cases where only one Democratic candidate is seeking the Caucus’ endorsement, the Caucus membership will
vote “yes” or “no” on the question of endorsement and a simple majority will decide the question.
(b) In cases where two Democrats are seeking endorsement, the ballot will offer a choice between the two candidates
and “none of the above.” The selection receiving a majority of the vote shall receive the endorsement.
(c ) In cases where three or more Democrats are being considered for endorsement, the Kansas Democratic
Progressive Caucus shall use the “Instant Run Off Voting” method. Candidates will be ranked and a “none of the above”
option shall be provided on the ballot. In the event no candidate receives a majority vote in the first round, the candidate
with the least votes is eliminated and the second choice of those choosing that candidate is added to the total votes until
a candidate or the “None of the Above” option has achieved a majority, at which time an endorsement by the Caucus has
been determined.
(d) All candidates receiving the endorsement of the Caucus are eligible to receive donations through the Caucus’ PAC
(KProPAC), in compliance with, unless local, state, or federal law prohibits or otherwise limits the rules and
guidelines set forth in the Financial Guidelines of the Kansas Progressives PAC’s ability to donate.

Article III. Disclaimer:
The Co-Chairs of the Progressive Caucus as recognized by the Executive Committee of the State Democratic Party shall serve as the
board until such time as an Executive Committee is established by the Chairs and said Executive Committee has determined the
Executive Board is sufficiently established to fulfill its duties as described above.

By-Laws of the Kansas Democratic Progressive Caucus
Article I Definition and Purpose
Section 1.01 This Caucus comprises representatives from the regional areas of the Progressive Caucus and related allies. We
celebrate our diversity.
Section 1.02 The Caucus shall maintain a Mission statement which shall be published and disseminated to the general public. The
Mission statement shall be subject to review at each Washington Days annual meeting.
Article II Membership
Section 2.01 Persons eligible for membership in this caucus are all duly credentialed members of an affiliated Caucus sub-group
and/or the State Organization who share an interest in the actions of the Democratic Party.
Section 2.02 The Caucus shall not discriminate on the basis of race, color, religion, sex, ethnic or national origin, age, disability,
veteran status, social or economic status, marital status, sexual orientation, gender identity, or any other factor unrelated to
membership and the mission of the Caucus.

Article III Meetings
Section 3.01 There shall be an annual meeting of the Caucus membership to be conducted on the Washington Days meeting of each
year. The Chair and or Vice Chair of the Executive Committee shall provide to the membership of the Caucus at least 60 days notice
of the annual meeting. The first annual meeting shall take place in conjunction with the winter/spring 2005 Washington Day State
Party meetings.
Section 3.02 Other Regular meetings of the entire Progressive Caucus will be held as so needed and determined by the Chairs of
the Executive Committee of the Caucus.
Section 3.03 Special meetings of the Progressive Caucus may be called:
(a) Upon call of a Caucus Co-Chair, or
(b) Upon the call of the Caucus Executive Committee.
Section 3.04 Meeting of the Kansas Progressive Caucus shall be scheduled at a time that provides for optimum attendance; efforts
will be made to alternate meetings of the Caucus in various areas of the State.
Article IIII Officers
Section 4.01 The Executive Committee of this Caucus shall be:

(a) a Chair,

(b) a Co-Chair (opposite gender),
(c ) a Secretary,
(d) a Treasurer,
Section 4.02 The Executive Board shall consist of the Executive Committee and:
(a) a Vice Chair from each regional area of the Caucus, (currently set at 6)
(b) a Membership Chair,
(c ) a Sgt. at Arms,
(d) a Rules Chair and,
(e) a Parliamentarian.
Section 4.03 Each member is to be elected by the membership at large unless otherwise specified. One Vice Chair of the Caucus
shall represent each of the following regions, selected by the regional membership, if possible, and shall serve on the Executive
Committee:

otherwise specified. One Vice Chair of the Caucus shall represent each of the following regions, selected by the regional
membership, if possible, and shall serve on the Executive Committee:
(a) South Central Kansas (Wichita surrounding area);
(b) North Central area, (Salina area);
(c ) Western Kansas area(s) (may be expanded in future),
(d) Lawrence/Topeka area,
(e) Southeastern Kansas area (Pittsburgh and surrounding
area) and
(f) The Kansas City area.
Section 4.04 Each Vice Chair may send a designee to any Executive Committee meeting.
Article V Standing Committees:
Section 5.01 Rules Committee: The Rules Committee, through the Executive Secretary of the caucus, shall receive in writing,
then study and determine the suitability of all proposed changes to the Structure and By-Laws of this caucus. The rules committee
shall also receive all proposed resolutions, by the same method as stated above, in advance of the next Progressive caucus meeting
by no less than ten days to facilitate that study. They shall make their recommendation to the caucus during the regular meeting
under reports of committees. All propositions shall then be added to the agenda and addressed under new business.

Section 5.02: Communications Committee: The Communications Committee shall maintain all caucus communications to the
members of the caucus.
(a) These communications shall include due notice of all meetings as set forth in the caucus Structure if
possible.

(b) The Communications Committee shall maintain the database of members of the caucus and shall furnish
that database to the state Democratic Party as set forth in the State Party By-Laws annually.
(c)The Committee shall procure, design , and maintain a website for the caucus to:
(i) promote our Mission in the Democratic Party,
(ii) provide an online meeting place for like minded progressives, and
(iii) allow maximum exposure at a minimum of cost to the caucus.
Section 5.03: Fundraising Committee: The Fundraising Committee shall:
(a) Organize fundraising events, mailings and other efforts.

(b) Fundraising activities shall include fundraising for KProPAC. All receipts shall be turned over to Treasurer by next
business day for deposit in appropriate account.
(c) All paid dues shall be recorded in the database as soon as possible by the treasurer giving a list of paid dues receipts
to the Executive Secretary monthly.
(d) The Executive Secretary shall then record the date of the communication and forward the list to the subcommittee
for database management if one is established or as otherwise directed by the communications committee chair.
(e) Shall hold an annual meeting sixty (60) days prior to the Annual Washington Day Meeting to review changes to
federal, state and local laws to ensure that the Financial Guidelines of the Kansas Progressives adheres to all applicable
laws. When necessary, the committee will draft a proposal for changes to the Financial Guidelines for review and vote
during the annual state meeting.
Section 5.04 Recruitment Committee: The Recruitment Committee shall be responsible for:
(a) outreach to prospective caucus members
(b) Search for and recruitment of qualified progressive persons for local, state, and national office.

Article VI. Election of Officer
Section 6.01 The Officers shall be elected at the Washington Days annual meeting of each year. The first slate of officers
shall be elected on September 11, 2004 and shall serve until the next Washington Days State Party Meetings of 2005.
Section 6.02 Rules for election of officers shall embrace our diversity.
Section 6.03 The Progressive Caucus will endeavor to create and encourage the formation of active sub-Caucuses at the
Region, County and Precinct level
Article VII Term of Office:
The term of office for all officers shall be one year from the time of election and installation, unless otherwise provided
in these By-laws.
Article VIII Voting
Voting shall be in person only at meetings, or as supplemented and/or substituted by email voting, as determined by the
Executive Committee.

Section 10.01 Quorum for Executive Committee
(a)Quorum for an Executive Committee meeting shall be 3 members of that body
Section 10.02 Quorum of the executive board shall be
(a) 3 members of the executive committee,
(b) the standing committee chairs and
(c) any county or area caucus chairs present
Section 10.03 Quorum of the Caucus meeting shall meet the quorum for the executive Board and all voting members
present.
Article XI Dues
Section 11.01 The annual membership dues of the Progressive Caucus shall be set by the caucus. The payment of dues
shall not be obligatory for any member to whom it constitutes an economic hardship, and is so certified by any member
of the Executive Committee.

Article XIII Resolutions, Proposals, and Endorsements (Reserved for Expansion)
Article XIV Amendments
Section 14.01 These by-laws may be amended at any meeting of the Progressive Caucus by a simple majority of the
Caucus members present and voting after having been called by the rules committee as set forth in Art 5, sect 01.
Section 14.02 All resolutions, proposed changes to the by-laws and proposed endorsements must be submitted in
writing a minimum of ten days before the next meeting of the Kansas Progressive Caucus as set forth in Art. 5, sect 01
and elsewhere.
Article XV Effective Date of Bylaws:
Section 15.01 The effective date of these By-Laws is December 4th, 2004.
